With reference to your letter dated 20 January 1883 forwarding for the consideration of the Secretary of State for War a copy of a despatch from the Governor of Hongkong suggesting that the Kowloon gardens leases of 14 years should be exchanged on certain conditions for Rural building leases for 75 years;
I am directed by the Secretary of State for War to acquaint you for the information of the Earl of Derby that in the Reports of the local Defence Committee, and of Colonel Brine, R.E. (who was specially deputed to report on the defences of the Colonial Ports) it is recommended that the space between the dotted blue line...
